Guild members, who to choose?

Help!

Been playing for 2 months but never got how to see active/most contributing members in a guild?

I recently joined a new server and made a guild and it’s going good. I said I will make the most active members elite/VP. I’ve also had the problem in other servers that the VP might kick out half of the inactive members, but then no one new joins so the guild dies out and people leave.. 😭
