Man why did Cecil

keep Conquest alive? I read the comics for the conquest fight and a couple after and this makes no sense to me. I feel like this is straight up dumb.

How does he think that prison is gonna hold him? I feel like the second Conquest recovers, he's leveling a city and fighting Invincible again. The steel isn't gonna hold him. The explosions aren't gonna scratch him. Did he forget omni man? A space laser didn't stop him, and he was able to use his teenage son to cut a train in half as easily as a human could use a knife to cut bread. And Conquest is stronger than him.

And he's directly tricking Mark, who is time and time again the only thing keeping Earth safe.

This action feels stupid and naive. What am I missing?
