How IPO allotment in HNI actually happens?

I'm trying to find answer to this question since few hours and reddit is my last resort.

Some says it happens proportionately while some say the rules has been changed in last 1-2 years and now it happens on lottery basis same like retail investors, what is true? Can anybody have official circular or notification that sebi has issued so that I can verify which claim is correct.

Also what is the minimum allotment amount in HNI? Is it 2 lakh or 15k just like retailer in case ipo is oversubscribed because I have seen tweets of people claiming got only 1 lot of 15k in Bajaj and Tata tech IPO recently even though they applied HNI category.

So please share the link of official document from sebi if you have any I tried googling the process but page is filled with articles from many websites except sebi all I got is one 47 page long annexure from sebi website which is published in 2020 and there it is mentioned that allotment happens proportionally.

However people are claiming in many articles and YouTube video that rules have been changed and it is now lottery basis and minimum allotment if you got lucky would be of lots equivalent to 200000 not 15k or even 10 lakh but not a single article or video had any official link to sebi circular or guidelines.

Also do upvote if you don't know the answer so that post have great reach and can reach to sebi chairman so she can clarify this./s
