Canadian student permit

Hello, I am an international student from Pakistan in the US on an f1 visa and will graduate in may. I have been admitted to a canadian University for masters and had some questions about the study permit.

1) Is it possible to apply for the study permit from within the USA?. Where can I give biometric and interview in the US.

2) Is it possible to apply from the US and get my visa stamped from Pakistan.

3) I have also been admitted to a US university for masters. I am hearing that a lot of people from Pakistan have been getting rejected from Canada. I really want to go to canada as it is a better university for my program, but I'm not sure if I should take the risk or play it safe and stay in the US.
