Morocco, the United States’ oldest and strongest ally.
The Moroccans spent much of the American Civil War trolling the Confederacy, with the Moroccan Sultan declaring the Confederacy illegitimate and their ships as pirates.
In February of 1861, two Confederate Diplomats landed on Tangiers, the new Consular Officer, James Delong, caught wind of their arrival and had them detained by Moroccan Authorities.
Upon their arrest to the Consular Office, the two men refused to identify themselves, but through clever use of known ship’s manifests, he was able to produce the names, of the CSS Sumter’s Paymaster, Henry Myers, and the former US Consul to Cadiz, Thomas Tunstall.
With names in hand, he declared he would send them to the United States and they would hang as pirates.
But, the diplomatic quarter would erupt in riots at this perceived outrage, mostly perpetrated by Europeans.
Morocco was in a tough spot having just lost several major battles for sovereignty and facing encroaching European colonialism.
The USN quickly quelled the riot and Delong dismissed them as an Anti-US conspiracy.
Several weeks later, a cohort of USM arrived to take custody of Myers and Tunstall, and they were quickly sailed to Boston to face changes of Piracy.
Lincoln, understandably wary after a similar diplomatic faux pas involving the RMS Trent, immediately sent them back on arrival, and so the two men returned to Morocco.
Then later, in 1863, a boatload of Confederate Officers landed 40 miles south of Mogador, Morocco. Their ship needed scraped badly and was struggling in the water.
The result was the Moroccans drove them off as pirates.
In their rage, the Captain of the vessel, the CSS Georgia, a Captain Maury, ordered the bombardment of several Moroccan dwellings, and the order was carried out.
This marked the only time Confederate Guns were aimed at anyone other than the United States.
