Not reincarnation

Whatever is happening between Tabitha and Miranda is not reincarnation. I think it is clear that there are cycles within the town, and characters throughout have identical roles, including Miranda and Tabitha. Based on Henry’s explanation of Miranda’s premonitions about the town, it seems that the one that needs to save the children is able to see the outcome of those that came before them, so that they can continue to grow and make better decisions to save the children. Tabitha seeing Smiley kill Miranda at night may indicate that going through the tree at night may be necessary, and helps inform her of what to do next.
