Every character with a portrait not on CYL
Okay, so I didn't count literally every villager, much as I love the Devil Axe guy, and some groups of units I conflated into one, like all the Djute clones (got particularly lazy with the Three Hopes bosses), but this is pretty much every unit in the series with some kind of mug shot that is not eligible to be votes on CYL. Tell me if you think I missed anyone (I've actually thought of one more in the five minutes since posting).
EDIT: I've accidentally put Lang on this list even though he is on CYL. If you think there are any other mistakes feel free to point them out.
