International shipping costs

I sell bracelets & crystals out of Pennsylvania state. In order to deliver to canada under first class it says estimated shipping is $15 for a half pound or under package. Does this seem right? I don’t want to charge that much in shipping but i also don’t want to take such a big hit when giving free shipping as my bracelets are only $6. I personally would never spend that much in shipping, especially if it’s double the price of the item. Any advice?
