[Discussion] Extremely low performance?

Current PC specs are as follows:
CPU: Ryzen 7 5800x
GPU: EVGA GeForce RTX 3090TI FTW3
RAM: 2x 16GB Corsair Vengeance LPX 3200MHz (Overclocked to 3600)
MoBo: MSI MPG B550 Gaming Plus

This game is consistently poor performance no matter what I do. Overclocking RAM helped slightly, but on most maps i'm averaging 30-45 FPS and I cannot for the life of me figure out why. Friends and other redditors with similar builds are averaging 100-110 fps on most maps (Streets Excluded) and I am not sure where I am going wrong.

Game boost is enabled on CPU, GPU is slightly underclocked but AFAIK that should not affect anything giving the CPU and RAM intensiveness of Tarkov specifically.

BIOS is up to date, latest drivers on everything AFAIK

I am at a loss what could be affecting this. Even before the event and the FPS drops reported by everyone by the zombies, my game was still underperforming a significant amount.
