Is Caesar, Legion's Emperor a good vampire commander?

So recently, I wanted to create a Mardu vampire deck. But other than Edgar Markov, who's way too expensive for my wallet, there weren't that many options that I saw. But I saw Caesar from the Fallout commander precons and I thought he had some abilities I thought would work really well with most vampire strategies. He creates tokens for sac outlets, he draws cards by losing life, and he deals damage the more tokens you make. Does anyone else agree? Or am I talking crazy here?
