Is this sketchy behavior?

I am a FTM so could very well be overreacting, so just wanted to put this out for others to give their opinions.

We have had my now 20 month son enrolled 2 days a week since the beginning of November and he is still really struggling. I know that is to be expected since he is only going part time and it is a big change. And I don't know if that is coloring my perception of a few things at this daycare.

We got a newsletter from the assistant director last week with their annual tuition prices in it. She handed it to us saying tuition is increasing a little this year. However, we noticed that our cost was going from 1040/mo to 748/mo. We told her this and she got very confused and said that she had no idea why that was and said she would clarify with the director and get back to us. The next time we were there she came up to me and said that they were dropping the price of the T/Th days and that it wasn't that we were being overcharged. This whole interaction seemed very odd to me. Shouldn't you be aware of your tuition costs? I feel like that big of a tuition change either up or down should be an in-person conversation not just a newsletter you are handing out? This seems to me like we were being overcharged and they are covering it up. And then my mind goes spiraling that if they are willing to cover this up, what else might they be willing to cover up?

The other thing that happened this week as well is we went to pick up my son yesterday and he was in a completely different classroom, with completely different teachers watching ABC mouse. So naturally he was even more upset than normal because he was in a different environment with people he has never been around before. It wasnt just the afternoon either because he has gotten a bloody nose from falling at 11:20am per the incident report and it was signed by the teacher from the other classroom. Once we got home and changed his diaper we also noticed he was in a size 5 diaper and he wears size 3. He definitely still has diapers at daycare too as we had restocked last week.

Are these things concerning or am I overreacting?
