New to online droshipping

I am from Canada, Alberta, and looking to open an online Perfume dropshipping, one of the questions with suppliers is if I do have a reseller certificate, which I am lost because that means registering my business, at this point, I'm thinking to start slow and do not invest huge amount of money. Did anyone has started this kind of business, if they can guide me I will appreciate it.
