Is there any actual reason they won't "fix" matchmaking?

Just played 2 games in a row. First one was honestly horrendous in pretty much all ways. I played bad, enemies were super good, teammates didn't really have it all together themselves either, etc. We tried but it was just a loss from the start. Second game was mad fun! Atleast for my team. The enemy team didn't seem to know what they were doing, weren't doing well, were getting stomped on pretty much all game, and we won without really getting into any trouble at all.

And I mean, I just don't get it? Because from my experience, hearing friends experiences, and reading experiences online it all points the same thing. Matchmaking is f'd up in some fashion and every match is just one sided or the other. Why so?

I'm not saying it's some easy thing for them to fix, but it's been this way for a while and does not seem like they care or have any plans to change it?
