Public transportation system in a massive holy-based city

I'm looking to get some ideas for what public transportation I could use for an extremely massive holy city. For context, its a holy-military base that got grew into a vast holy city, haven as well as a massively successful trading destination because its the source of a holy light that envelops and blesses the populace for hundreds of miles. There's been a great influx of all types of people and it's practically a Utopia of sorts
