Hazard after nerf?

Where do you think Hazard is after the hotfix? Still OP or meta?

His survivability took a hit, but he could get away with far too much before. Maybe he has more vulnerability to his engagements now, more punishability, in line with other tanks.

His damage and one-shot potential is the same as before, and he still has utility in his wall.

I haven't played him yet, and would appreciate high-level players opinions. Is he still meta defining? Do you think we'll see a lot of him in OWCS coming up?
