Pac-12 schools usually have huge stadiums that hold between 32,000-90,000 people. Building a new stadium at Sacramento State that holds just 25,000 won't guarantee a spot in the Pac-12 or make enough money to cover hundreds of millions of dollars that would come from students and taxpayers.
