Apply for license in different state?

My wife is currently in the process of getting her CPA license and has successfully passed all her exams under the state of Alaska. However, we now live in Texas so Alaska will not license her (they allow you to sit the exam as a non resident, but won’t license as a non resident). Texas, being Texas, won’t accept the transfer of her exam results from Alaska as she didn’t meet their educational requirements at the time she passed her first exam.

Now it seems like the only option is applying for her initial CPA license in a different state than where she took the exams. At first glance, it looks like NC is a suitable option. Their website implies that being a state resident is not required to apply for a license. However, during a phone call with the state, they said that they only issue licenses if you live in or intend to move to NC.

Has anyone gone through a similar situation? Guidance would be appreciated.
