Dark Urge - Gale romance Act2 scene not triggering

Spoilers for act2, Dark Urge and Gale romance ahead.

I'm playing a resistant dark urge play through and I intend to romance Gale, but the scene that is supposed to trigger between the Gauntlet of Shar and the Assault of Moonrise Towers is just not triggering. Instead I only get the dark urge scene were I refuse to kill Gale. Does this scene replace the other one and it's ok or it's just not possible to romance Gale as the dark urge? Or is this a bug?
I did choose all the romance options, got the weave scene in act1 and did infiltrate moonrise towers before doing the gauntlet.
I really don't want to spend the time fighting in the act2 finale just to reach act3 and get the "I feel like we missed a chance to truly connect" line
