Weird moment with daycare worker. Am I overreacting?

I had a weird moment yesterday when dropping my 3.5 year old daughter into daycare.

There is a new male daycare worker. I have noticed him the past couple days. He seemed nice.

Yesterday, I had done my daughter's hair super cute. With bow clips. She did look especially adorable. Anyway, the new daycare worker greeted my daughter on the playground as soon as we walked out. "Good morning (daughters name), your hair looks so cute. Like a doll." And then gently caressed my daughter's cheek while staring at her.

It made me a bit uncomfortable. I talked to my friends and husband about it and they all agreed that it was a bit weird. My friend who's child also goes to that centre said her husband thinks the new daycare worker might have a mental disability. That was just his impression of him.

My MIL is a bit old fashioned (in her late 60s) and she said it's just how Indian people are. (The daycare worker is an Indian man). She said she wouldn't be worried. She seemed to take it as a compliment that her granddaughter got that attention/reaction from someone.

I don't know. It just rubbed me the wrong way. And the fact that he's new and this is my first interaction with him.
