Can this be fixed?

Hi, I'm a vinyl wrap guy but I was asked to look at this awning 4'X17' to see if if can be repaired. It looks like vinyl mounted on fabric. If so, was the vinyl mounted on the fabric during manufacturing or on site? And how so? Because normally vinyl doesn't stick to fabrics. So what vinyl type? (3m180cv3?) Can this be fixed?
