car registration, emissions testing?

My kid got a used car last fall, and the Travis County registration renewal is coming up next month. I though he would never have to take it to an inspection place (cos the state got rid of that mandate), but now I'm seeing that Travis Co. requires an emissions test. How does that work? Do I have to take a car to an inspection place like I always used to?
