Got the Visa, now for the job?

Posting on behalf of a family member. They are a 28 year old British national and his partner. He is taking the initiative and applying for jobs and requesting help from Recruiters before they get there (currently holidaying in Asia). However, despite their CVs perfectly matching with job descriptions and with several years experience in specialist fields (GIS Analysis and Medical Reporting) they are getting rejected without feedback and no recruiter is responding to them. Any advice? Is it because they are not on Australian soil yet? Should they just wait till they are in the country? Is this a bad sign?
