Rushing water sound from AC/Engine?

Past 2-3K miles, I have been getting a weird sound when breaking on a downhill slope (coming to a complete stop). It sounds like a bunch of water running through pipes from the front end of the car.

It’s getting more and more noticeable lately. Roughly past 2 days I have been hearing it when stopping on a flat surface..

I called the dealership before I made my 20K maintenance appointment and asked them. He said it’s completely normal that even his jeep and Lexus does it at home?

It doesn’t make sense to me. I’ve own multiple cars before never had a problem and asked around to friends and nothing. Any thoughts?
