Tetra school Bullying

I have a school of 10 neon tetras. Bought at the same time from the same tank. I have noticed that 1 had parts missing from its tail fin. It (I can’t tell gender) is also the smallest out of the school and looks to be the most stressed. The bigger males in the tank keep chasing this one.
