Leasing Office Welded Handicap Ramp Shut

Do we have any options? The complex is leasing apartments to people with the expectation this is available and has been for many years. They welded it shut in the middle of the night and never bothered to notify residents. There are no other handicap ramps on the premises. Complex says this sacrifice was made due to safety concerns on the premises but the front of the complex is not gated or guarded and the back wall with the gate is only 4’ high so it can be jumped with minimal effort. This is in Nevada. Do we have any options with code enforcement or county departments? It feels like they are actively discriminating against the handicapped residents. Children of residents can no longer use the gate to re enter the complex from school leaving them exposed to risk on an extremely busy street. Any help or advice is appreciated.
