Is this a scam?

I see that there’s a scam where a seller says that they need more money for shipping to actually send the item but I’m wondering if the following is also a scam.

I’m looking for a specific edition of an item, a reissue but unfortunately it’s a hit or miss since the item isn’t labeled by if it’s an older copy or newer copy. I bought it from a seller but they informed me that they can only fulfill half of my order because the other half would be the older stock but that if I pay an extra $27, they can order more from the direct supplier and ship to me. If I was not interested, they would offer a full refund on any of the older editions.

Doesn’t seem like a scam but it also kinda sounds like one from the FAQ lol. What do you think?
