Paypal coupon refund

I Made a purchase using Paypal coupon i know it will not be refund, but is there any chance to the seller to refund full price, without disscount, or I just Lost My money on that. (Context: the seller don't want to send the item from local Warehouse, he wants to send it from china and for sure I Will Pay taxes, if it's local shipping i don't pay taxes)
