How to create a "copy machine" effect on Acrobat?

Hi! In my work, I often come across PDF files of books that are made up of images (either color or shades of gray) and/or an additional layer for text.

Because the images make the file so heavy, I was wondering if there is any way to easily make everything into only one layer of black text and white background, as in a traditional copy machine copy.

Sorry if the question is a bit convoluted, but I have no idea how to start. I have the paid Adobe Acrobat via my university.
